Consider the following quote by Hamilton from no. 15 (p. 112), “Power controlled or abridged is almost always the rival and enemy of that power by which it is controlled or abridged”.
-Hamilton was saying this about state governments disobeying the central government, what point was he trying to make?

In my opinion what Hamilton was trying to say with this quote is that when a person is trust to do certain job, they will try their best to understand their role with the intention of later on become independent. This quote relates some how to the United States before the constitution. When the states had their own rules and where not so dependent of the congress.This is why believe in a strong central power; like the three branches of government to maintain balance and order.
